DISADVANTAGED BUSINESS ENTERPRISE GOAL
FISCAL YEARS 2020 – 2022
The City of Birmingham has established an overall goal of 14.1% for Disadvantaged Business Enterprise (DBE) participation during FY2020 through FY2022. The goal is based on anticipated available procurements, prior participation, and the availability of DBE firms for the types of projects anticipated for FY 2020 (October 1, 2019 through September 30, 2021).
The goal and information regarding the DBE Program are available for public review at the address below between the hours of 8:30 a.m. and 4:00 p.m., Monday through Friday. Comments regarding the goal and DBE Program will be accepted for a period of 45 days, following the publication of this notice. The City of Birmingham, Alabama will be accepting sealed bids for BID #3771 “BX BIRMINGHAM XPRESS-New Construction for West Terminus Station.” Bids will be accepted at 10:00 AM (Central Standard or Daylight Savings Time, as applicable) and will be publicly opened, at same time, on Friday, November 6, 2020. Bids will be received at the Boutwell Municipal Auditorium, 1930 Reverend Abraham Woods, Jr. Blvd, Birmingham, Alabama 35203.
A mandatory Virtual Pre-Bid Conference will be held on Friday, October 16th, 2020 at 10:00 AM(CST). Contractors are required to pre-register to attend the online virtual meeting at BX Birmingham Xpress Pre-Bid Conference.
A MANDATORY In-Person Site Visit will be on Friday, October 16th, 2020 from 1:00 PM – 2:00 PM(CST) Contractors are required to attend. Face covering and social distancing will be enforced.

Signage Package
The City of Birmingham will receive Bids Monday through Friday between 9:00a.m. and 5:00p.m. local time (CDT), until 10:00a.m. local time on Tuesday, November 23, 2021, at City Hall, City of Birmingham. Bids received after this time will not be considered. Bids must be submitted in a sealed envelope marked: SEALED BID – BX Birmingham Xpress, Bus Rapid Transit (BRT) – Signage Package. There are to be no bid notations on the outside of the envelope. Bids may be hand-delivered to Room 220 City Hall, Birmingham, Alabama, or mailed to: Capital Projects Management, City of Birmingham Mayor’s Office, Mr. Terry Oglesby, City Architect, Room 220 City Hall, 710 North 20th Street, Birmingham, Alabama 35203. Bids sent by any express carrier (Federal Express, UPS, Airborne, etc.) must specify delivery to Room 220 City Hall with a return receipt received.
The Bids will be publicly opened at 10:15 a.m. local time on Tuesday, November 23, 2021, and read at the Conference Room 215 at City Hall, 710 North 20th Street, Birmingham, Alabama 35203.
