
Carol Duncan

Carol Duncan was first elected to the Birmingham City Council in 2001, representing District 2. This area has the highest concentration and the greatest diversity of retail businesses in the City of Birmingham.
Councilor Duncan was re-elected in 2005 to a second 4-year term. Her priorities include the environment, transit, economic development and working families. While searching for ideal solutions that sustain growth and balance, she embraced Smart Growth which changes the nature of dialog from a reactionary growth/no growth debate to proactive discussion of "how and where new development should be accommodated."
The daughter of a registered nurse and United Steel Workers organizer, Duncan might be considered a born activist. A firm believer in the adage that "one person can make a difference", Duncan spent 15 years as a retail manager before taking a job with a major city utility company in 1987. It was in that transition that Duncan realized her passion for the rights of the "everyday person" and started her work in the community as an advocate for the environment, social change and public education.
Councilor Duncan chairs the Transportation and Communications Committee and serves on the Economic Development and Planning and Zoning Committees.
Duncan, a native of Birmingham and lifelong resident, has an impressive track record of community service. She has provided leadership to a number of organizations including the Airport Board, Airport Neighbors United, Metropolitan Planning Organization, Birmingham Planning Commission, Regional Planning Commission and the International Council of Shopping Centers (ICSC).
